The Market for Water Rights in Alberta
The issue of water scarcity is affecting an increasing number of businesses and individuals in Alberta.
Parts of Alberta are relatively arid, and the volume of water allocated pursuant to water licences issued over approximately 100 years threatened to affect the health of Alberta’s rivers and streams.
In 2007, changes to the law effectively created a moratorium on the issuance of new surface water rights in vast areas of Alberta. This moratorium has created Canada’s first market-based system to transfer (trade) water licenses. Provisions in the Water Act (Alberta) now govern the transfer of existing water entitlements.
New or existing surface users may acquire water rights by transfer from existing licence holders.
